Most likely yes. That is why we have extradaition treaties with many countries so we can get our fugatives back and give them back their fugatives. It may take years and years but remember our government has really really long arms. And will find them eventually. Besides what country really wants a person who may start a fire. The other government may even help find him/her.
Everyone leaves a foot print to be found. How will this person get a job or find a place to live or have money to eat with? In many places you have to show a passport and or have the correct paperwork like a visa to get into the country in the first place.
Because if a person flees from our country to another country while on probation then he/she becomes a fugative.
Once a person becomes a fugative, they are never really safe anywhere. They will always need to be looking over their shoulder because some day they will be caught and returned to this country to serve out their remaining sentance plus the additional sentance for fleeing. Or if the person resists when they are being captured there is a possiblity they could be shot and killed.
Plus do they really want to put their family through the extra scrutiny they will recieve when it becomes known the person has fled. And well everyone be scrunitizing the family not just the police but also press and general public. Plus a family member or friend who helps them flee then becomes guilty of adding and abetting a criminal and will most likely serve jail time also. Do they really want to ask this of them or put them through this.
Is it really worth it in the long run? The person should stand up and take it like a man/woman and just get it over with.

If you miss your probation check in's a few times, they then know that you are abscounding. As far as you being extradited, will probably not happen until you get arrested in the foreign country on another charge. If you get pulled over, it will not most likely show up on your record, but if you go to jail for something, they will run you on the international computer, and run your prints, and then you will be sent back here to face your ddestiny. What I could not figure out was that you are on probation, which means you were already sentenced, so all you had to do was fulfi,l your probationary obligations, and it would have been okay, but you decide to leave the country. BAD BOY. I have been on probation for over 4 years, and I have less than a year to go, but I am a GOOD BOY.

If you stop showing up for probation (say because you are in another country), your probation officer is going to request a warrant for your arrest. Even if they decide to be nice and issue a summons, once you don't show up to court a warrant will be issued. Once a warrant is issued, it just doesn't go away. Whether or not the state finds you and decides to extradite, is irrevelant. Whenever you come back to the US, that warrant will be waiting for you. Can you live with that hanging over your head?

I imagine it is more likely such a person will have difficulty getting BACK INTO the the U.S.
If criminality is discovered in regard to a foreigner in a country, almost any country is quite willing to lock the person up and "lose the key" in long slow bureaucracy as far as I know.

i have been in Chicago a number of cases and don't like the scent and each and every of the individuals and congestion. cities are too confined. i visit seem any direction immediately and see tiny sprigs of corn sticking their little leaves in direction of the sky. guess i'm a united states individual. Small cities are somewhat more suitable on my like list even with the actuality that.
