What do you mean? You can't lose Control Panel. Each of the Control Panel components are files with the .cpl file extension and usually reside in the \Windows\System32 folder.
Did you accidentally delete the shortcut to Control Panel?
Here's one way to get it back:
1) Start Explorer for your C: drive.
2) Click 'Tools' from the drop-down menu at the top of the screen and select Folder Options.
3) Click the View tab. Scroll down the list box and enable 'Show Control Panel in My Computer'
4) Click Okay then close Explorer. On the desktop, double-click My Computer. You can create a shortcut by dragging the Control Panel icon to the desktop, or right click the icon and click 'Create Shortcut.'

Seeing how this is posted in "programming and design" I assume you're doing programming on this machine.

It is very helpful to have an restore image of your hard drive when you're debugging software. Might I suggest that you use something like "ghost" (there are open source freebies out there, like Ghost for Linux, etc) to put an image of your hard drive on a second "server" computer?
