You'll need a router or firewall that can handle packet prioritization or traffic shaping. If you have the VOIP TA connected directly to the cable modem, that should provide prioritization for VOIP traffic, but log on to it's interface to be sure that it's turned on.
If you're using another firewall or router for prioritization, set UDP on ports 5060 and 20000 - 20011 to high and everything else to medium or low priority. Once you enable traffic shaping, everything should default to medium priority so you only really need to set the ports I listed above. If you have any inbound redirects or port forwards, you should set those to medium. It's also a good idea to set port 25 to low as well as any PTP ports that you're using.
Don't bother complaining to the ISP. There are no SLAs on consumer grade broadband; it's strictly "best effort".
All of that said, Sun Rocket's record is less than sterling when it comes to VOIP. I've had far better luck and service from Vonage and 1TouchTone.com.

I doubt those are things you can improve. Unless you own the end to end network, such as in a business and the VOIP is used only within your business. Otherwise, jitter, latency, and loss can be affected and influenced by so many things beyond your control, out in the "cloud", you will have no way to control or influence those factors.
IP v6 may help, though, because it will have a QOS field, instead of needing to do pseudo QOS as is done now.

Some dsl routers have an option to prioritize packets (for instance "Media Bandwidth Management"). Check to see if you can give voip a higher priority as other packets.

Call Comcast and tell them that your packet loss is too high. I used to have Comcast and was fighting with them all the time about packet loss as measured by pinging their gateway IP address. One technician told me that as long as it was under 10% he considered that good. I didn't think so.
Before you call them test the packet loss to your router and sunrocket gizmo, just to make sure that it is not in your own wiring - probably not.
