If your observations are based on what you see on the tube, then what you're observing isn't typical English, as many natioinalities used the public transport system. It's a lot of people, in a confined space more than likely commuting, which is a known high stress situation. Get out of London and observe the rest of England and then re-assess your views. London is not representative of the whole of England or indeed the British Isles. It is over crowded and much more cosmopolitan.

this happens everywhere mostly
what i do is when people ask me how i am (a standard greeting yes?) to which the standard reply is fine or whatever
i say do you really care or are you just asking?
ive had varied responses to it but a few did admit they were 'just asking' as it seemed a standard greeting
although a few really cared too ~ though after i whined for a bit i should have asked if they still cared...lol
