The answer is that corruption is not only in India but in the whole world. There was also one more reason that BLACK was the copy of a foriegn movie but in the oscars, only movies which are based on original ideas are allowed to take part. But it was certainly a superb movie.

becoz this movie was not unique for foreigners. this type of movies have been made before and know sanjay bhansali has mold it in knew manner, it was a story of blind student and a teacher but rang de basanti is very unique and apperciating movie for todays generation..

Paheli had a more ethnic and rustic feel to it.
Black was superb no doubt about that but it was lifted from a foreign movie and probably did not have a very indian feel to it.
