Lik-Sang is a Japanese products Preorder service. They may or may not be based in Japan, but I'm not sure.

Your second question is more important. If you order from them, more than likely, they are selling the Japanese systems (I haven't heard or seen if PS3 is being set up for pre-orders yet) and will work with American electrical systems, but will not necessarily play American games.

I read something about another next gen system, I think the Wii, being region free for games, but have not seen confirmation on this about the PS3.
