I believe that IPL removes tattoos as well as it does hair. It can take quite a few sessions to break down the ink but most beauticians these days will do it on payment plan. At least you don't have to go to a plastic surgeon & have them cut out & skin grafted anymore.

The most cost-effective way is to alter the tattoo into something you find more desirable. So, for instance, if you had something offensive, you could have an artist turn it into a flower, butterfly, or some desirable pattern.
UV rays are known to cause tattoos to fade; however, that brings along the risk of skin cancer, and won't make the tattoo go away. Then there's chemical peels, surgical excision, and salabrasion. These methods can leave scars and may be painful.
The most expensive, but probably the best way to have a tattoo removed is with lasers. Scarring is minimal, and it's considered the safest. If it were me, I'd think about either having the tattoo re-done into something more desirable, or opting for the laser treatment.

Try lazer removal. Expensive and still leaves scars.
