It depends what you want to do. ASP.NET is better if you already have an existing system and want to make it available on the Web. For example, if you made a program using VB or C#, and now want it to run on the Internet, you can develop the ASPX pages using the code you've already written. ASP.NET will therefore excel if you're developing a system for a company.
PHP is better if all you want to do is make a Web Database system (which in many cases, is what most dynamic websites are). This is because PHP supports the vast majority of databases without the need for ODBC. Also, hosting is often cheaper for PHP because it runs on Linux servers (no cost for the operating system or licenses). If you've ever programmed before, it may also be worth noting that PHP is syntactically very similar to Java and C++.
Again, it just depends what you want to do. Have fun!

It's not. Functionally, they are absolutely equivalent (everything you can do in ASP.Net, you can do in PHP and vice versa, the only difference being that in PHP you usually get by with having to code less). Performance-wise, neither is a clear winner; a lot depends on your setup (which database engine you are using, whether database server and HTTP server reside on the same physical machine, etc.) Cost-wise, PHP wins hands down, as you can host it on free operating systems such as Linux and FreeBSD.

It should be easier for you to talk to the underlying hardware and the Windows OS. PHP is more OS independent.
