It's supposed to be13.50 (ten minutes to two). The reasoning behind this is that when clocks were being sold they were often set to 12.00 or at any random time but it was found that they sold better when the hands pointed to the 10 and 2 as this appeared to be a smiling face and thus a 'happy' sign. Since this discovery clocks and watches are always set in this way so as to promote sales.
