add +3 to each side
s + 3 = 4t

divide each side by 4
(s + 3) / 4 = t

Now add 3 to both sides,
then,
s+3 = 4t
divide the whole equation by 4, then
t = (1/4) (s+3)
that is one fourth of (s+3)
