I'm glad the prices of gas is down but don't hold your breath to long cause they could go back up again. soon

in any case, "don't hold your breath" refers to something that won't change anytime soon. like, if you held your breath to wait, you would pass out! ;-)
EX - waitng for so-and-so to propose? don't hold your breath!
my daughter getting potty trained? possible, but I'm not holding my breath

in the case of the gas prices staying down, the phrase is slightly missused, but the meaing is clear.

It means not to wait for something very long, (or not to get excited about something) because it's just going to change again.

Kids used to try and get their way by holding their breath until they got what they wanted.

In some instances that threat won;t work, as you'll hold your breath until you pass out before any changes are made

It means your not getting what you want soon so don't hold your breath because its not worth the effort.

Don't hope for it-rely on it too much-i.e if you hold your breath whilst waiting for it you'll die because you're not breathing.
