First, remove any programs that you don't use. Then, do a "defrag". Run Ad-Aware, Spy-bot, and AVG Antivirus. Then re-run them in "safe mode". Add additional memory.

There sure is:
1. Clean up your hard drive of old programs you don't use anymore. Add.Remove Programs
2. Empty your Recycle Bin - you can set this to empty automatically.
3. Limiting the amount of Start Up programs from opening on boot up by running the System Configuration Utility.
a. Start-run- type msconfig in the field and click OK.
b. Click on Hide Windows Programs
c. Uncheck all but what programs you really need to start up - the ones that will show up in your System Tray.
d. Click Apply, then OK.
e. Reboot the PC.
4. Scan your PC for virus and other malware that will slow it down. Make sure that virus definitions and programs are updated.
FYI - DON'T TURN OFF SYSTEM RESTORE! You will disable the ability to revert to your Last Kkown Good Configuration and not be able to revert to a previous date when your system worked fine and you can bring your PC back to that restore point date.

Don't be concerned with that usage percentage.
Even a fast P4 will have usage counts that high - just not constantly.
You can try overclocking the CPU (Google search 'CPU overclocking') if you want.
However, your computer is running fine. You should only be concerned if you are not running any programs in the foreground and the computer usage is CONSTANTLY at 60-100%.

if you are running an anti-virus program it will slow your pc down dramatically, it consumes alot of your pc's ram and cpu usage, if you dont have anti-virus and your cpu is showing 60%-100% usage even though your just on you desktop with no programs running then you have adware and or a virus, one thing you can do to increase performance without having to spend any money is to increase your virtual memory, click start, right click my computer, properties, advanced, settings, advanced, change at the bottom of the page

Use the Task Manager to find out which process/program is consuming CPU cycles...When in doubt, buy a 2nd harddisk and re-install the whole thing, then restore data from old harddisk to the new one.

get rid of some applications running in background.
make sure you do not have spyware
If you have a always on broadband connection, make sure no one is using your PC as a zombie. (if you are not surfing/downloading the network usage MUST be always 0)
Buy more ram.

secondly, turn off the system restore.
remove the unwanted startup programs.
it will be increase the speed of your computer.

go to start..run..type in msconfig.....press ok...new window...press start up..select disable all.press apply..press ok
go to start..run..type in prefetchin new window in top left corner..select edit..select all..press delete.......yes..delete all...
go to start..all programs..system tools..disc clean up..select c drive..after it has finished analyzing..check all the boxes..press ok..when it has finished cleaning..it will disappear...
now go to start..control panel...folder options.....view...u will see a option that says "show all hidden files and folders"..check that..press apply..press ok.....
ok....now we need to go into safe mode....turn off ur computer.....as soon as u turn it back on...u have to press f8 repeatedly until u see a screen that shows u several different options.....u need to enter the option " safe mode" use the arrow keys on keyboard to scrool to it..then press enter...after u afew moments..u will see log on as.....admin or user....select user....after that u will see ur desktop......now open antispyware..( please update this b4 going into safe mode)..click scan my computer....select full or complete system scan.....then press next..it might take ahour or so..after it has finished..remove what ever it finds...now close superantispyware....
go to start.run..type in...%temp%...press ok..new window..go to edit.select all..press delete..tes..delete all....
go to start..control panel...folder options.....view...click reset to default..press apply..press ok...
now restart your computer...u will see a pop up from system configuration...put a check mark in the little box..press ok
one other posibility...when the cpu is using all that mem...do u have a process called ...dumprep.exe that is running and hogging all the mem...if...so...end the process..pc will go fast again.......if u have dumprep on pc u can go to microsoft.com.. search dumprep..or im me and i will show u how to disable it
DO NOT TURN OFF SYSTEM RESTORE LIKE WAS SUGGESTED TO U...THAT DUDE IS A COMPLETE DUMMY......IF UR COMPUTER MESSES UP...THERE WILL BE NO WAY FOR U TO RESTORE IT IF U TURN OFF SYSTEM RESTORE.....TURNING OFF SYSTEM RESTORE IS A LAT OPTION U USE AFTER U HAVE HAD VIRUSES AND U NEED TO MAKE A NEW FRESH RESTORE POINT....
