If you want to spend a little money (around $100), I'd highly suggest you buy Microsoft Frontpage. It's frowned upon by professional web developers, but for your purposes it should be perfect. It will let you create a web site (a set of pages) just like in a word processor (such as MS Word.) You type what you want, insert pictures, set some text as bold, or bigger, or red, etc. It sets all the HTML in the background. Then you can upload it to your web site, or your AOL- or Yahoo- hosted personal web space, or that of a similar provider.
On the design side, you'd want to set it up like a traditional resume. The home page would be an intro about you with a catchy title and a photo, then you'd add pages like Experience, Education, Certifications, Association Memberships, Personal Interests, etc - whatever is applicable to your background. Create links on each page to link around to the other pages.
Finally, search the internet for things like "online career profile" to see how other people have set up theirs.

Domain name registration: 10$ a year. Web hosting package 100$ a year. At that cost, why are you looking for free? Remember that the cost of your domain name and hosting is a business cost and is tax deductible.
