Drupal is a very popular website tool written in PHP. It is a full blown CMS (content management system). You can use PHP to extend it.
Mozilla's marketing site, spread firefox, among others, uses it.
It is free, and open source.
The thing about PHP, is that updates come out for it frequently - and you need to really be on the ball and install them right away.
So make sure you make provisions to do that or have someone else do that for your the site you create with Drupal and PHP.

PHP is a powerful scripting language, I believe it is very simliar to C and C++ . PHP and MySQL are considered to be a very powerful combination to build web based applications.
You can search for many tutorials to help you, also you can download the PHP manual from www.php.net

you use php to script commands and statements, which in turn output a static html script for the browser.
you implemment mysql if you have data within a database. using a php sql query you can call up data from the mysql database and have it outputted.
you really need to know how to understand php bfore attempting your own.
