I am not sure if it is milli second or micro second but every monitor supports various refresh rates, you can check in your display properties dialog box in windows. If you take an analog camera and take photo of your monitor you will see it blinking and lines accross that is the refresh rate in that certain amount of time which is measured in ms so our naked human eye can only see visible screen but cannot observe the blinking.
