Above answer about getting the software perfectly right. However, some ISPs are also telecos and are blocking the port Skype and other VOIP products works on - simply because it's taking revenue away from old fashioned phone calls...check with whoever your telco is.

Get a Skype phone and plug it in to your USB2 port! The same everywhere in the world. But for Skype out - that's Skype to a normal phone look at the Skype website for info.
