Try loading safemode by pressing F8 when booting and deleting in there. Is it being set to load at startup? If so find something to edit the startup. Try ccleaner.com. Then reboot and it won't be loaded. Now delete it. ;) Also great for deleting your browsing on the PC... Also might be worth using a program that securely deletes files after, so she cannot undelete...
CCleaner can also remove stubborn uninstall entries if had to manually remove them (ie faulty uninstaller routine).
NB: You may be denied certain 'enjoyments' after.
Or boot a disk such as WINME bootdisk and delete the file in a dos environment. Because no Windows, the file cannot be protected. When is protected is usually because the file is being loaded somehow (so if you delete) will it say cannot find [filename]? This is good for removing viruses as you prevent them loading and then can remove easily. You initially create the file missing...
* * * *
They? Ok what has probably happened is they have made themselves an ADMINISTRATOR and you a nobody so that you do not have the priviliges to remove certain files. They have likely added a password to Administrator settings which is very childish and can be awkward for other things...
In that case the best solution is to make a Windows Me bootdisk.
Boot that so Windows isn't
Type C:\
C:\WINDOWS\ (or whatever)
DEL FILENAME.EXT or force with DELTREE
(but have to have the command present.)
Also is ATTRIB FILENAME.EXT -r -s -h (read, system, hidden)
Ie C:\DELTREE C:\WINDOWS\FILENAME.EXT
You also have the DIR command.
Once deleted make a file in Windows of the same file type.
Ie INCRIM.JPG
Now boot your WINME disk again and type:
COPY C:\INCRIM.JPG C:\WINDOWS\NEW.JPG
Now they will get a different pic come up to what they planned.
If you can turn system restore on and off (My Computer/Properties) then they won't be able to restore as it makes a new restore point at the current time the only restore point.
Finally add a password to the BIOS so they cannot get in. :)
They've probably overlooked that one. Or deny access to the BIOS. It can be overridden, but fun. Make sure know what it is.
If you control access to the BIOS, they cannot deny access to booting the CDROM or A:
If they really, really piss you off and you are able to walk, get a program called ZAP.
It zaps the harddrive header in DOS. So use the disk...
ZAP 0 (0 is drive C, 1 is D etc).
Now they have no Windows and will need a reinstall. :)
If you format after using FDISK and FORMAT as a primary, it will make it hard to undo, probably impossible. I can't.
At your own risk...as a precaution get a program to read the Windows key off first.
Lastly get a girlfriend that doesn't play silly games with another guy at your expense or calls you 'cracked in the head!'.
P.S. Regedit is not the solution here.
Is a file not a reg entry. CCleaner can stop files loading which is what you would use Regedit to do.
* * * *
My Control Panel/User Accounts
If no passwords (muhahahaha) then make yourself an administrator (with a password) and make them a limited account (with a password on the settings).
I'm betting you are a password required, limited account?
They've probably thought of that...
Ask another question.
Is there a tool to reset the 'Administrator' password in Windows XP?
Clearly, everyone hates Chris! ;)

Try remove it by using safe mode.
Click Start and then click Shut Down.
In the drop-down list of the Shut Down Windows dialog box, click Restart, and then click OK.
As your computer restarts but before Windows launches, press F8.
On a computer that is configured for booting to multiple operating systems, you can press F8 when the boot menu appears.
Use the arrow keys to highlight the appropriate safe mode option, and then press ENTER.
If you have a dual-boot or multiple-boot system, choose the installation that you need to access using the arrow keys, and then press ENTER.
If Windows launches before you can choose a safe mode, restart your computer and try again.

There's a program that I can't remember the name of, and it recovers deleted files from the Recycle bin. Don't remember what it's called, look it up.

Try renaming the file first; if that fails use a file unlocker to force deletion
