If "others' get what you could not get you call that luck ( for him). If that happens to you you call it hard work.or cleverness.
These apart , there is an element of uncertainty in everything in life.With people having expectations in everything , if they are not met due to some incertainty we blame it on luck or illuck.
The only way to realise MORE of the luck in our lives in to consciously INCREASE the number of attempts in anything you do. More efforts and repeat efforts . there you will find luck favouring you.GODD LUCK

Yes we do have luck. Everyone has luck. not everyone hits a jackpot. But definitely the person who plays hits the jackpot not the one who never plays. So luck is believing that some day we hit the jackpot. Edison had a luck when he invented bulb but it took 999 trials, Alexander Fleming had a luck when he discovered penicilling accidentally but he was trying on something. So luck is continuous, consistent trials or work which can be said as preparedness and when this meets with the right time(decided by our effort).

A human being having good luck, is a chance occurance. You could not claim that a single person is objectively lucky, but if a person has random events of chance benefit them more often that disable them, they can be called lucky. However, this is NO guarantee that they will continue to be lucky. They could be stricken with cancer the next day. Only after a person's death can you say they were a lucky or unlucky person. It's just statistics.

Luck and chances are words which show human ignorance and they represent whether conscient or not the refusal to admit God's intervening in daily life......Attributing such a happy event to a simple coincidence of circumstances leads to not seeing a reason to thank God........Thinking that a problem or even a calamity comes from bad luck ends up in excluding God in what happens with us and refusing to believe his promises. ......Admitting that a test or difficulty arises without God being concerned leads to denying his power, his love, his wisdom and his faithfulness
