For example, A cat takes forever to make up its mind, constantly asking itself do I really want to go outside...The cat weights the pros and cons, before making the final discission...Is the cat thinking and talking to itself in its mind? Yes

Self awareness is the capability available only to humans.
How to use it, how much to use it, whether to use .. etc...
is also a choice , and thinking, talking to ourselves, even others relating to us as " I " is a consequential action !
It is also the very same capability that can deepen the perception beyond even sense organs (only an experiential thing, no logic can prove it ) !

I agree with Daisy!
Our cat is quite often sitting in the kitchen, looking up to the cheese and is quite obviously talking to the little angle cat on one shoulder and the little devil kitten on the other, discussing if the cheese is really worth being locked out of the house for a few hours.
They must have proper discussions, because sometimes she goes for it and sometimes not...

Try asking that to a cat and see if he says "Oh sorry, was just thinking to myself there.".
Some may do in their own animal language, but it would probably be very simple stuff. I would only presume that things such as elephants, dolphins, or monkies might have any kind of imagination strong enough to talk to themselves.

Perhaps your question is "language" based. My dogs understand certain commands and I think they're very smart, but I think they are more sensory input beings. They have learned behaviour according to their training and the discipline and love shown to them.
