India is just now getting its problems with conflict between religions and over population controlled enough to allow it to focus on the infrastructure required for growth!

India is a developing country because it lacks the infrastructure for it to be otherwise. Yes India has fantastic technology and many many very sharp minds. It also has grinding poverty. It also has a literacy rate of 65% as of 2001. The road system, while vast, is also overburdened and poorly maintained. The energy infrastructure does not meet the demands of today never mind the demands that India's rapidly growing economy are going to place on it. The fact that India is growing so fast and so hard, should be an indication that India is a developing country. A developed country would have spend orders of magnitude more to get the same expansion. (This is the notion of diminishing returns.) For example, America can't really improve it's highway infrastructure by rapidly building more roads. There are already roads connecting pretty much everyone to everyone else. The way for America to advance in this way would be to discover an incredible new form of transportation and rapidly and aggressively implement it. India will be a developed country when the roads have all been made. When the schools have caused a generation or two to take literacy for granted, when the person walking the street does not concern themselves with whether or not their lights will turn on when they get home.

India cannot be a developed country in our life time with current breed of politicians. If we think India is developed just by looking at the current progress in IT sector then it is a mistake. Visit any part of rural India to know real India. India is poor uneducated and it cannot be changed with current system. India is not just large but secular as well. And its not under developed but a Developing Nation.
There is a vast difference between under developed and developing.
Give it a decades and it shall regain back its status of the Golden era - Sone ki Chiriya.

Because the citizens and the politicans don't want to change the country for the better and would instead live in a dump that the country is! Plus, billions would have to die and cities to be torn down in order for this change. Last summer Mumbai was flooded and did anybody do anything about it-NO. Because if anybody would have done something to replace the sewer systems to make the city have better drainage then it would have happened by now and probaly even finished.

We are yet to develop proper infrastucture to support the economy.The amounts spent for development are eaten by politicians>Base of rural economy feeding to modern industries market yet to develop. Surplus Agricultural output should be able to be exported at a good price. The economy ,if there is no military congflicts and able to keep Foreign investment
at a good level,should see good improvement in futuire.

Because Mother India continues to be raped by powerful corrupt Indians - politicians, businessmen, politician-businessmen, etc - these people place personal wealth as Number 1 priority and use their power and position in Indian society to enrich themselves. They don't care about developing India.

Caste systems still in place, a large ignorant portion of the population, some hideous religious traditions and no unifying vision for the country.
