There's many ways. Since you didn't specify what you can and cannot use or how deep the water is...

In very deep water I would say no, because of the pressure of the water on your body, lungs, and the baloon itself. There is no way you could displace enough water to make room for the baloon to expand.

However, by a machine, it has been done.

Yes. It would take a lot more effort since the water pressure would be much higher than the air pressure if the balloon was above the surface.

The trick on 'how' would be keeping the balloon below the surface. Other than that it would be just like blowing it up in air, but harder.

Yes but you need a lot more pressure. When you blow it up normally, you're only fighting against the rubber of the balloon (your lungs are designed to exhale without effort under normal air pressure). Under water there is more pressure preventing that balloon to expand. You could do so with a compressed air tank. Water pressure increases with depth, so it would depend how deep you were to determine how much pressure needed to be in that tank.

yes... just have to resurface to breathe more air into the balloon. I believe itd also be harder to blow air into the balloon because water is denser than air so im assuming it'd take more effort get air into the balloon since the surrounding water is compressing the balloon.

might be using a mechanical device like the one for filling air (electrical one) in cycles which gives us enough pressure to displace water so that u can blow a baloon

If you have air in your lungs (or a supply of gas), yes. In fact it's a well-used way of raising sunken vessels by attaching what amounts to large balloons to it and inflating them.

Yes you can, but you will need more gas therefore more pressure the deeper you go under water, it could be done with scuba equipment, or suitable gas cylinder.

yes we surely can, why can't we. but it depend. it is shallow or very deep . i mean to say that it depends on howw much the pressure is., if it is too much then it won't be possible. but if it is shalow, then we could easily inflate the baloon
