mobile phones numbers are not listed in the same way land lines can be. so no, you will never get an address from a mobile phone company.

Go into phone shop applicable to the network used. Tell the asst. that you want to surprise your friend by sending them a new phone. They will have details of that user on file.
You consider various models and during the conversation concerning how
its going to be dispatced etc. you should be able to pick it up.

Yes, by opening your mobile phone, dialing their mobile number, and asking them what their address is. Holy crap.
