Was he right? (It was someone between 1650 and 1830, and it related to some war that was starting.)

Pitt The Younger in January 1806 (a couple of weeks before he died), after hearing of Napoleon's victory at Austerlitz in December 1805. The actual time period in the quote was ten years not seven, presumably reflecting the timescale he believed would be required to dismantle the Napoleonic empire (or for it to fall apart). Not a bad guess, considering that Napoleon's final battle was Waterloo in 1815!

The dying words of William Pitt the younger in 1806 on hearing of the victory by Napoleon at the battle of Austerlitz against Austria and Prussia. It was 10 years not 7 and the war was the Napoleonic war which lasted from 1793 until 1815 with a break in 1801 - 2.

It was when Napolean was conquering Europe.
