John, don't listen to these characters. They are just trying to be funny.
A man's penis is measured from the top of the shaft to the tip of his glans (head) either erect or flaccid (non-erect).
Men are interested in this type of thing, people, especially when they are young.
See if you can use one of those flexible, cloth measuring tapes. If not, use something like tissue and make a tear in the tissue at the tip of your penis. Then measure the tissue paper up to the tear with a ruler. You can use the same method to measure the girth (thickness) of your penis by wrapping the tissue paper -- or a strip of it -- around your penis -- guys usually do this in the erect state.
Sometimes it is difficult to use a ruler directly because most men's penises aren't perfectly straight; there is a slight bend or curve in the shaft when it is fully blood gorged.

It doesn't matter where you measure from. Just be sure to add 2 inches on the final result or everyone will laugh at you.

push it down to the point where its almost equal with your legs and then place the ruler next to it, but don't push the ruler down too far, just where the penis connects to the body.
