The first sentence works if the offer was made already, but was rejected or withdrawn. The second sentence works if the offer still stands. You have you know the status of the offer to figure out which sentence is correct for the situation.

Despite the fact that you didn't capitalize the I or the If in the first sentence and didn't spell the word you properly they are both correct to a point. One the first implies that the action you chose has already happened and your are looking back at the decision made. The second one implies that the decision is yet to be made in the future. And finally since the last is not an interrogative sentence no question mark is required, a period should be used. Just out of curiosity what was the offer and was it accepted? Just joking, I hope this settles your dispute.

Neither is correct.
First, try to write sentence in full form. No short forms in writing for the people.
1) If I were you, I would have accepted the Offer ?
2) If I were you I would accept the offer ?
This way both the sentences are correct, in their proper application.

Both. depending upon what you are trying to say:
if i were u i would've accepted the offer?: past tense, when you said this you must have known your friend had refused an offer!
If i were u i would accept the offer? present tense, you are talking about an offer that your friend has not yet refused.

Both are correct.
If the person has not yet accepted the offer it would be:
If I were you, I would accept the offer.
(Present tense - meaning current)
If the person has already accepted / dismissed the offer:
If I were you, I would have accepted the offer.
(Past tense - meaning it has already happened)

The first represents the 'past tense' but should read: If I were you, I would have accepted the offer.
The second represents the present or possibly the future tense: If I were you, I would accept the offer..........
