if you adopt them you will become their mother.
If you write a will, it will normally take precedence over any constitutional law. More so if you include reasons for your decisions.
If you do not write a will your estate would normally go to your husband and/or your legal children.
Any will can be challenged by any person who can convince a court to hear the claim, so it's better if you write the reasons.

If they are not named in a will they are not legal heirs. However, depending upon the amount of time with the children, the inheritance could always be petitioned.

it is "true that your husband's children aren't legally your step-children until you adopt them." they are the legal heir of their parents, whether the parents are still together or remarried.
and yes, if you want them as heirs you need to include in your will specifically.

They are your stepchildren but not legal heirs. If you adopt that makes them your children not step children then they are legal heirs...

no , if his children are not yours , then you are only the step mom . if you adopt them , then it is as if you gave birth to them , they inherit and all.
