I'm assuming from your spelling of 'centre' that you are in the UK:
Definitely register with the TPS (Telephone preference service) www.tpsonline.org.uk
That takes a little time to filter through to all these annoying people, but in the meantime if they do ring you just tell them you are registered with the TPS and they are legally obliged to stop bothering you. Usually they apologise profusely and put the phone down.
The only other thing to watch is when you sign up for something, if you give them your phone number there will usually be a box to tick/not tick if you do/don't want phone calls from them and their 'carefully selected partners' - don't opt in to this ever as they will pass yoru details on and the calls will start again.

Register with the telephone preference service and if you're with BT set it up that you dont accept any calls from withheld numbers, this will stop most of those calls, then just keep a whistle at the side of the phone :)

You can ask them to remove your number and never call again, but just for fun, next time someone calls, say you're interested and ask them to hang on a minute then put your phone on the table etc and leave it for 10 mins, waste a bit of their time (bit mean cos they're only doing a job but it does get frustrating)

To stop them, use the telephone preference service (as everyone has already suggested), but I like to say, "Could you hang on a moment, I need to turn the stove off", then just leave them hanging on. 10 minutes later, put the phone down again. after a few goes, they will eventually get the message.

If you are in the UK register with www.tps.co.uk or .gov .
its called the telephone preference service and its free. it is funded by companies who use cold callers as a way of stopping themselves getting outlawed.
mps is the postal version.
