why the Government is not taking any Stringent steps against Builders who are loading excess area and looting?

More over Builders in Mumbai city are loading 40% to 45% of Carpet Area. When a flat of 1 BHK of Appr. 550 Sft Built Up is booked hardly we get 330 to 360 Sft of Carpet Area.
