Cats (Felis silvestris catus) and dogs (Canis lupus familiaris) are different species with different habits. Each wag their tail differently and for different reasons. Each species has a different history and different social interactions, so it is no surprise that similar actions would mean different things.
Another example that I think is interesting is their different reasons for laying on their backs. Dogs lay on their back and expose their belly to say "I am subordinate, you are in control here...I accept that you can slay me if you chose". They do this to show that another dog or their human master is dominant.
Cats, however, lay on their back to say "I am in control here...so much so that I can expose my unprotected underbelly and you cannot or dare not hurt me". This difference in meaning has lead to some memorable miscommunication between the two species!

Because they are different species and every species is different from every other.
Cats actually wag their tail for a number of reasons. They are very complex animals. They use their tails to communicate many different messages -- more than just being angry. It takes study and really paying attention to understand the meaning behind various motions.
Motions include only flipping the tip to thrashing back and forth. There are many motions in between.

I'm abit of a dog myself, and I only ever wag my tail when I'm extremely happy. Otherwise it just hangs limp and flacid.
