If enough time has elapsed, you can report the seller. Ebay will look into it, and though it may take a while, they will contact the seller to find out what the story is. Often it's a miscommunication, or the item was shipped but is slow arriving. But you may have recourse, depending on what comes of the investigation and how you paid. Cash/money order payments are not covered the way Paypal or credit card payments are.

Unless you signed something to the contrary, specifically retention of property and / or disbursement of funds, I see three options:
1. Make a criminal complaint. The dealer has defrauded you out of your property and, if sold, your money.
2. Take dealer to Small Claims Court.
3. Report dealer to local Better Business Bureau; find out if if s/he is a member of the local Chamber of Commerce, if so file a complaint.

Being an eBay buyer and seller for several years, let me first say you MUST be able to prove you were cheated, if you can, report the dealer to eBay, they'll see you either get your property back or it's set value. I've had to do this.
