don't tell me this is an essay question that you need to answer? well i would ssay it depends on what kind of genre they are writing in. if it was autobiography then they are not expected to lie but i fit is science or other non-fiction they need to to write a good story because imagination is the key to a good story isn't it?

oh yeah with the historians i think it's their duty to try and get as close to the facts as much as possible.

Depends upon whether we are talking about historians or the fiction writers.
