where can I get financing to develope biogas digester? integrated farm?

I am putting up a farm to utilize manures for renewable energy like biogas fueled generator or stem powered generator. I need financing to begin. I have money to buy the land. I am from Philippines.

depending on your location, you can present this idea to the government and maybe they will give you grant money to start. (you do not have to pay back grants!)
