Stephen King...definitely most of the books he writes the ideas come from his dreams or something that's happened when he was younger or something just current.
Now for a director I have to say the scariest is John Carpenter and Wes Craven. They're both nutty and think scary is funny, than again I think certain scary things are funny too

Your spelling is scarier. I will go with Stephen King. But I think that George W. Bush is scarier than either. Their creations are fiction, Bush's are real and far more grotesque.
