i am a prechool director and i need a letter of reference for a parent who is in the process of adoptning one of my students.

If you believe they will make good parents, just write down why you feel that way. Are they kind, caring, loving, responsible people?
If you don't feel they would make good parents, just tell them you can't help them.

I suggest you give your honest assessment of their financial and emotional stability. Your initial impression, if you have heard of any misconduct on their part (lol, like a kid), the stability of that marriage, the neighborhood they live in, past crisis they've survived or at least how they've impressed the kid they are willing to adopt. the If you dont know them that well, explain the limit of your acquaintance. Its not good to fabricate something for a matter this serious.
