Make sure the pot is completely dry and then paint the inside with a polyurethane varnish such as yatch varnish, allow it to dry and give it two or three coats. This should be be safe and water proof for fish.

Buy an ornamental sealer spray from the hardware store and apply a couple of coats on the inside of the urn. It should be TOTALLY dry before you put the first coat on. Before applying the second coat, the first coat should be totally dried out. I have had success with this and my fish thrive in the pot. A nice papyrus plant placed inside the urn would add a nice feature and also create a nice environment for the fish.

There is pond liner. Really thick plastic that goes on top of the dirt and under the water in ponds. You can get it at hardware stores and cut it to size.
There is aquarium sealer. It's what they use to put aquariums together and seal leaks. You could paint it into the urn. Give it a few coats, and it stinks, so do it outdoors. Get it at pet stores and Walmart.
Hope this helps.
