want to promote your Site.It's Very easy Just Use Google Adsense Program. Choose your Desired Program.Like PPC or Bulk Display Ad.
I Personaly Suggest PPC Model.(Means Your Ad will be Displayed on several Sites and You need to pay only if Some one visit your Site.
Cost could start from 250$ onwards.
You need to visit their Official Page.
Although Yahoo Adsense is also in Beta process.I hope Yahoo guys will soon make this perfect.as Yahoo it is.
I am having several sites.And I found theaseranks
Google Adsense is the Best Program available
yahoo Adsense is the second Best. (Although I am not using Yahoo Adsense at all.)
But While refering to logs I found that Google gives approx 3 to 5 times hits then any other.

SORRY ! As i know There's none can Promote Your WEBSITE on Free Of Cost. ya u can do itself like chat room on yahhoo u can flow ur website.

2) Try to be included in following free directory.
