Of course governments lie. They lie for the same reasons that a parent lies to his children when he wants them to go to bed, or for the same reason a man lies to a woman in order to persuade her to go to bed with him.
They lie in order to get what they want.
Nation-states developed thousands of years ago out of groups of people who banded together to protect themselves against the depredations of belligerent neighbors. The word for "stranger" in some primitive societies was the same as the word for "enemy." With such a mindset it's easy to see how a nation's people can adopt a "them or us" attitude, especially when a foreign people have a radically different culture and espouse a religion different from that of the people in power.
Government uses this primitive fear and distrust of strangers to get the people on their side.
"We" (as a nation), therefore, HAVE to be better than "them" (the foreigners) because otherwise, everything we'd been told about "them" would not necessarily be true and we, as a people, would have to admit that we screwed up for having elected those who are lying to us.
So when a government announces that a foreign country is bad and doing bad things, the people would rather believe them than not. We want to trust elected officials, even when we suspect they're not being above-board and open about the REAL reasons for their decision. If we didn't WANT to trust those who the majority have elected, we would have to admit that most of us (i.e., the majority of the electorate) are sheep and not intelligent enough to think for ourselves.
And so the government, who treats its citizens like they're ignorant and can't think for themselves, is content to do the people's thinking for them. The government regulates and regulates and continually tells its citizens what to do, for the betterment of society. They believe -- rightly in most cases -- that citizens are too concerned with their own petty personal affairs to bother about political decision-making. And the government has a point: look how few people care enough to vote!
So governments, in order to get their way -- whether in pursuit of oil or glory or a misplaced sense of duty -- lie to us. If they didn't lie to us, the people wouldn't let them get away with whatever they want to do.

Okay, maybe Saddam didn't have Weapons Of Mass Destruction.
But, maybe he hid them so well that only he can find them.

The reason we have governments is that there's someone whose job is to protect our best interests. Governments are ELECTED by us. So, they represent us. If we choose the wrong people to lead us, than that's it! "Each people has the government it deserves". If the government is stupid, liar and cheat so must have been the ones that elected it.

If you don't believe our governments list of enemies I challenge you to go and live there like you live in America. Yes, please go to Mexico and forget your I.D. when you go somewhere. Please go to Afghanistan and walk around for atleast 15-20 minutes. When you have done that come back and tell us about it. We as miltary people fight so you can say stupid things.
