Will the victim of this 'self-abuse' be on the stand (or does that go without saying?)

Self abuse can mean many things. More important would be to find out why it happens. I have been working with many that self abuse as a result of server childhood abuse. They have been told they are worthless and deserve to be abused so often they believed it. It takes a lot of effort to break these mindsets but it can be done.

If you're talking about jackin off, why are you trying to turn yourself in? They'll just laugh at you. Plus, forget all the religious things that people attach with "self abuse". It actually has a ton of positive things attached to it.
PS! If you're a girl, or gay guy, semen is a natural teeth whitener, and many dentists own that it is just as potent as mouth wash in killing bacteria. so suck a ___ and save a smile!

Yes you can, if you are hurting yourself - just like if you are a drug user you can turn yourself in for treatment or turn yourself into the police.
