If the outside is already glazed, your urn won't leak. If it's already held water and not other substances, then the lack of glaze on the inside won't hurt the fish. If your urn has held any liquid other than clean water, just fill it with a few changes of water, don't bother to glaze it,and the fish should be OK.

the same way you would waterproof the inside, but i would make sure that it is safe for the fish. A good quality food grade glaze would be the best.
