The "GIMP" is a free / open source software program that is comparable to Photoshop in functionality. Traditionally a Unix/Linux software package, it has been ported to other platforms (Windows, Mac) and from personal experience runs quite well and is trivial to install on Windows. The look & feel is quite different from many other programs (it uses multiple windows), but I think you'll get the hang of it once you start using. Just google (er, yahoo) for "gimp, animated gif".
