Previous answerer is on to it, let me clarify a little. The bus speed on your new CPU is supposed to be 133Mhz with a 21 multiplier, yielding 2.8 Ghz. But your motherboard is old and only supports a 100 Mhz bus, which multiplied by 21 is 2.1 Ghz. A BIOS update might work, if not, you will need a new motherboard, or frankly just a new computer, Dell has some for as low as $300. For 8200 Dell Dimension there was a 400MHz and 533MHz model. If you have the original 8200 chipset (850) the machine will only support up to a 2.6GHz CPU and 400MHz FSB. You can tell for sure by finding the "north chip" on the CPU board. If it says 82850 you have the old board, If it says 83850E you have the new model.
