Where are you from? In the United States, when we say public high school, it means that the government pays for the schooling. there is no tuition. when we say Private School, it means you pay the tuition and expenses (books, supplies, housing etc.)
I don't know much about other countries, i had heard that in
England that their "Public" schools were really what we call Private.
Is that what you mean?

Public high schools are free. You don't have to pay for them.
The United States is a big country. Perhaps you should narrow it down to a specific state or area of the country that you'd like to visit.

what does "climate should be fine" mean? You like warm weather? Well California has warm weather but the cost of living there is high. Florida has warm weather and the cost of living is reasonable but not enough teachers. What exactly are you looking for? Will you be staying with relatives (ask them), or will you be an exchange student (ask the sponsors).

Well there's plenty of those in america. If you want a cheaper standard of living you'll pretty much have to stay out of the east/west coasts.

But Public Schooling in America is free pretty much anywhere.
