There are 'Amino acid' Manufacturing company which use 'Human hair' as the raw material. (you had mentioned as 'by-products')

I had been to that factory, in the initial phase they will treat the hair with acids. It stinks like hell. You will not take the food for some time till you get used to it.

They are synthesising various amino acids and exporting to lot of countries. Basically hair contains protein and protein is a complex amino acid chain. They break protein in to amino acids and separates it and selling it.

Not as a byproduct but as an ingradient in the production of some special chemicals. Like many other human body products ( e.g. Placenta) hair ,too, is very precious and contains special chemicals. people inmany countries , like India, have certain faiths and beliefs and they "sacrifice' their hair in temples. Huge quantities of such cut hairs are collected and sent out side India as raw materials for some chemical manufacture
