Its probably a funny consequence of modern manufacturing efficiency. It makes a good joke. Observations like that are the stock in trade of many stand-up comedians.
It is probably cheaper to make all the keypads for ATM machines the same. Modern automated manufacturing can leave on an "extra" feature for less cost than changing tooling or set up to make some units different than others. Inventoring, shipping, etc all become simpler if you can make all your items the same. So, drive up, walk up, boat up, whatever, that brand of ATM probably always comes with braille.
Funny though. I've probably seen the same thing and never noticed it.

Visually impaired people rely on others for transportation, but they may not want that person to also perform financial transactions. A visually impaired person can operate a drive up ATM from the back seat (on the drivers side) of a car.
It seems absurd but that really doesn't matter because any Bank that doesn't provide access can be sued. (American with Disabilities Act)

I used to worn for NCR a leading manufacturer of ATMs this is done just so they don't have to manufacture so many different parts and the keyboards need replacing all the time.....why have one braille and on not braille in your warehouse, when one part will work for both. The same with the audio, when that machine is manufactured they don't know what it is going to be used for so they make it with all the features so it can be put anywhere.

Blind people just like sighted people want privacy and have the right for people not to know their pin numbers. It isn't saying that a visually impaired person would be driving, but simply utilizing the machine.

I've noticed that myself, and i thas something to do with the ADA (Americans with Disabilities Act). It requires equal treatment to all, but even at that the others who have mentioned taxicabs and what not have a point. Also it would just be eaisier to have brail on all ATMS including drive up ones becasue then you wouldn't have to have two different types of buttons made.

The machines are all made like that now.. they don't know that one will be placed in a drive-through. If you were Deaf or Blind .. I bet you would have a different opinion.

Why does the blind have to be the one driving?Maybe a friend drove them there and they got out of the car to deposit or withdraw the money.

yeah its insane. but why do the stop light things beep when its safe to walk? i mean blind people shouldn't really be walking down the street alone, should they?
