If the highway taxes that were collected were used for highway improvements, rather than being diverted into mass transit projects, and other non highway uses, there would be enough money to upgrade the roads. The problem is that the road system is not being upgraded as fast as the population.
People are living further from the employment centers, to get affordable homes that provide the lifestyle they desire. For many people, a single family home with privacy is important. They are willing to travel further to be able to get live away from the city, with the dirt, noise and crime that come with it. You can provide all the services you want, but many people think of living in an apartment in a crowded area as the worst thing that could happen.
I know that I hated apartments. As soon as I was financially able, I moved into a single family home. I am currently looking for more property, which is going to mean a further commute, but the trade off in privacy is worth it to me.

the first problem is Detroit is building to many new cars especially them suv's, you know STUPID USELESS VEHICLES that every one drives. and we all can thank Chrysler for the gas guzzlers , because the jeep could not emissions so the government relaxed the emissions laws for jeep and guess what happened next? gm and ford are doing it to. back to the sixties with fuel economy. second problem is we all need to slow down! everyone seems to in a hurry. leave home sooner to go to work. now the only thing left to do is LEARN HOW TO DRIVE AGAIN !!!!!!!! it seems to me that forgot how to read
the signs on the side of the roads. last time i read the dictionary the word STOP meant STOP not slow down, 35 mph meant 35 mph not 55 mph. and people get pissed when you are going the limit.

Give benefits to people that carpool, both drivers and passengers. Where I work most people carpool and there are sometimes 10 people in one van, still, theres about 3000 vehicles a day that pass through the gates. If there was some kind of monetary compensation for people that regularly used carpools, I'm sure more people would do it.

Maybe limiting ownership to just one car to a licensed
driver. Two to a family.
Every driver is able to limit the miles they drive,
if they want to. They just choose to let the other
guy do it. They don't want to be inconvenienced.
