Go to the web site and troubleshoot. If it is a software issue they can help. If it is hardware you may need a new one. It depends on the age and generation.

If you have charged the ipod and it still will not turn on, take it back to the store because it is probably defective. If you have had it for a while and was turning on but now doesn't it should be covered in your warranty. Apple has been good in replacing defective products.
