My system was built in fall of 2001. BIOS is version A09. I see no settings in BIOS to change the clock speed at all.

Your BIOS probably doesn't support the settings necessary to run your processor at full speed. You may need to get a new motherboard.

The first thing is go to Dell's website and look for a BIOS update. Be very careful to follow the instructions. Improperly flashing a new bios can render your motherboard unbootable. Second make sure that the front side bus and CPU multiplier are set correctly (check Intel's website for your specific CPU). Third double check your memory timing. If none of the above work then your motherboard doesn't support your CPU.

What is the motherboard? A couple things could be wrong. One big possibility is, the motherboard cant push 2.8ghz out. Power problem, maybe the processor is bad, and it could be a simple fix in the bios. Im not 100% sure. But the motherboard may be too weak. Thats my personal thought, it may be wrong because I dont know what motherboard you have, so I cant say for sure.

Maybe you can try to update your BIOS,,,
isn't there any CPU Speed setting in your BIOS Setup?
Or maybe your manufacturer give any CD to setting it?

What heatsink are you using for that motherboard?

Your CPU will refuses to go beyound what it can handles if it get too hot. Please take a book from your local library on "Overclocking for Dummies" for more information.
