What size Wattage speakers would you recommend to be heard from the back of a boat over a 90hp motor?

Its not the speaker, its the amp! In other words if you buy a 1000W speaker and hook it up to a 25W amp, its going to sound like a 25W speaker. Speakers don't produce the power, they just convert the power of the amp into sound waves. You need a big amp, at lease 100W and speakers that are good enough to handle the power.

What you need is a powerful amp ab=nd speakers to fit it. The amp size is more important, then you get speakers that will handle the load. As for the power wattage, go to a car stero store.
