All behavior is determined by learning through reward and punishment. The way to correct undesireable behavior is to punish it consistently, and to reward desired behavior. Punishment is defined as a response which decreases the likelihood of repeating the behavior; reward is defined as a response which increases the likelihood of repeating the behavior. Of cours if you define reward and punishment this way, it will always be true that if you reward a behavior it will increase, and if you punish it, it will decrease. Pure behaviorism assumes there is no such thing as free choice, but behaviorists seldom act as if they believe this in real life.
