It depends on the type of steel.

Stainless Steel for example will have around 16-18% Cr, but never below 10%.

Other steel will have different amounts. You have to be more specific.

stainless? High strenth? Surgical? C is the determining factor (usually) that determines what kind of steel you have. Different amounts of Carbon make different steels, therefore amount is compleatly dependant on the type your analyzing.
